I have noticed again two similar words — 'where' and 'whereabouts'. Do they have the same meaning?

Essentially, yes, although 'whereabouts' tends to be rather more conversational in tone, and is usually followed by a further locative phrase, such as 'whereabouts in London' etc., i.e. to specify a more precise location.
