collective noun?

Hello! I want to ask. Can we say: 'Traffic are moving slowly today.' or only 'Traffic is moving slowly.'?
Isn't 'traffic' a collective noun?

It is functionally but not formally a collective noun, in that it takes only a singular verb (no plural option, as with 'team', 'family', etc.).
