Do I use was or were in these kinds of cases?

"The Labour Party were set up for working people" or was?

What is the rule?

Although BrE generally accepts either singular or plural verbs with collective nouns as subjects, even for a BrE speaker 'were' would be strange here.

If in doubt, use a singular verb with a singular subject and you will never be in error!
